Is it a wise decision to purchase a Dry Charge Air Conditioning System?

This will depend on the status of your present indoor unit. If the air handler and evaporator coils are not that old and working fault free then there is no reason to do away with it right now. You can buy a condenser unit and get it charged with R-22 by your local HVAC contractor. However you should know that dry-charged units will have reduced cooling capacity. They will not be able to reduce humidity efficiently. They can generate increased electric bill. Moreover R-22 refrigerant will soon be phased out. So it always better to do away with anything that has to do with R-22.
